Generally speaking, all beverages are available for purchase a la carte. Passengers do not need to have a Beverage Package in order to buy beverages. Tap water, coffee, tea and iced tea are typically available free of charge.
All onboard purchases and services are charged to your account by using your stateroom keycard.

(Don't call the the usual reservation numbers listed on HAL's site for those items; because we are a charter, they will just refer you to Key Accounts.)

Excerpt from Holland America Line Introduces New Beverage Packages press release:
Seattle, Wash., April 24, 2017 - The Elite Beverage Package features any premium spirits, cocktails, wines, beers, coffees, nonalcoholic beverages, bottled water and sodas up to a value of $15 each. On ms Koningsdam, the package also includes the Coca-Cola Freestyle program, where guests can enjoy more than 100 unique Coca-Cola flavors. The price for the Elite Beverage Package is $54.95 per person, per day.
Holland America Line has also introduced discounted pricing for its existing Signature Beverage Package… is priced at $49.95 per person, per day. The Signature Beverage Package includes standard selections of wine, beer, spirits, sodas, coffees and cocktails up to a value of $8 each (As of April 2019, this increased to $11 on some ships).
In addition to the Elite and Signature beverage packages, Holland America Line also offers two nonalcoholic beverage options and a Water package.
Quench Beverage Package features unlimited nonalcoholic beverages that include any juices, bottled water, nonalcoholic cocktails, nonalcoholic beers and specialty coffees for a price of $17.95 per person, per day.
The Coca-Cola Package includes unlimited fountain sodas for $8.00 per person, per day. On ms Koningsdam this package also includes the Coca-Cola Freestyle program with more than 100 unique Coca-Cola flavors.
The Water Package offers 12 liter bottles for a price of $32.
Wine enthusiasts will enjoy the Cellar Master Package, consisting of a choice of five wine bottles, a standard and a premium winetasting, one Pinnacle Grill dinner, a wine accessory gift set and a Holland America Line commemorative bottle of wine. Cellar Master Package prices begin at $252 per person.
Unless otherwise noted, beverage packages must be purchased for the duration of the cruise and for all occupants of a stateroom. A 15 percent service charge is automatically added to all beverage purchases.
The new package brings the total beverage package options to five, including the Signature Package, Quench Beverage Package, Coca-Cola Package and Cellar Master Package.
Per The Home Office via e-mail (December 28, 2017): Beverage packages can't be bought online, but can be pre-purchased by calling HAL Ship Services at (800) 541-1576.
Bringing Beverages Onboard
Holland America FAQ : Can I Bring Alcoholic and Non-Alcoholic Beverages Aboard?
Revised Policy effective June 1st, 2021
Guests are not allowed to bring alcoholic or non-alcoholic beverages on board for consumption or any other use except as follows:
Guests 21 years and older may bring Wine and Champagne onboard, however a corkage fee of USD $20.00 (which is subject to change without notice) will be applied to each bottle (max 750 ml in volume or less). Limitations apply. Wine brought in quantities deemed to be excessive by the vessel or security will be refused.
Wine purchased during company-sponsored shore excursions that visit local wineries are exempt from the on-board corkage fee (offer limited to one bottle of wine per person).
For voyage that depart from and return to Australia and/or New Zealand, this policy applies to guests 18 years and older. For voyages which depart from and return to Europe, China, Hong Kong, Singapore or Taiwan, this policy applies to guests 18 years and older, and for voyages which depart from and return to Japan, this policy applies to guests 20 years and older.
Items such as sodas, energy drinks or other non-alcoholic items are not allowed on board in any form. Plastic water bottles are not allowed. However, an allowance of six liters, twelve (12) cans or cartons (500 ml in volume or less) or six (6) cans or cartons (1 liter in volume or less) of water are allowed per stateroom. Any amount in excess of this allowance will be not be allowed onboard. Water in plastic bottles will not be allowed onboard in any quantity, including in ports of call. Guests will be asked to discard open beverages in plastic containers prior to boarding.
All checked and carry-on luggage will be scanned and any prohibited items, including alcoholic/nonalcoholic beverages will be removed, confiscated, and discarded. If Your luggage is locked, the lock may be removed by security or, alternatively, the luggage will be held by security until you can be present for an inspection and any items in question further identified and/or surrendered. Holland America Line shall not be responsible for any loss, cost, disappointment or damage of any kind as a result of any luggage lock removal, alcoholic/nonalcoholic items, or other prohibited items removed and discarded in violation of the policy. You agree to surrender alcoholic beverages that are purchased duty free from the ship's gift shop, or at ports of call, to Holland America Line, which will be delivered to your stateroom just prior to disembarking the voyage. Any wine or champagne supplied by the Holland America Line to you is not subject to a corkage fee. Purified or distilled water in factory-sealed containers (including plastic containers) for use in conjunction with medical device(s) are allowed in checked luggage and must be packed with the device(s). Distilled/purified water in factory-sealed containers (including plastic containers) for the reconstitution of infant formula is allowed in checked luggage for staterooms with infant bookings. Limitations apply. Allowances are subject to change without notice and remain subject to situational assessments by both security and the vessel.

Each guest 21 years and older may bring one bottle of wine or champagne (no larger than 750ml) onboard in carry-on luggage at the beginning of the voyage. (See more below.)
Each guest 21 years* and older may bring one bottle of wine or champagne (no larger than 750ml) onboard in carry-on luggage at the beginning of the voyage. This bottle will not be subject to a corkage fee if consumed in the stateroom. Additional wine or champagne bottles (no larger than 750ml) in carry-on luggage are welcome, but will incur a US$18.00 (subject to change) corkage fee each, irrespective of where they are intended to be consumed. Guests are not allowed to bring beer, boxed wine, or other liquors and spirits onboard. Holland America Line reserves the right to remove all alcoholic beverages from any guest luggage that violates this policy. Any alcoholic beverage found will be removed and returned on the last evening of the voyage. Guests will not receive any monetary compensation for alcoholic beverages that were removed from luggage.

In-Room Dining offers reduced-price stateroom beverage packages for in-stateroom consumption of alcoholic beverages (a 15% Service Charge on all beverage items and packages with beverages will be added).
Buying Tobacco & Alcohol
- A traveler may include up to 100 cigars and 200 cigarettes (one carton) in the US$800 exemption from duty. U.S. residents on State Department-licensed travel to Cuba may no longer bring cigars or other goods back with them from their visit. Additional cigars and cigarettes may be brought into the country, but they will be subject to duty and taxes. Cigarettes may also be subject to a tax imposed by state and local authorities. Bidis — essentially flavored cigarettes — are not generally permitted entry.
- Generally, one liter of alcohol per person may be entered into the U.S. duty-free by travelers who are 21 or older, although travelers coming from the U.S. Virgin Islands or other Caribbean countries are entitled to more. Additional quantities may be entered, although they will be subject to duty and IRS taxes.
Wine Mules
As listed above, there are limitations as to how many bottles of wine each cabin may bring aboard. Sea Monkey(Δ)s who don't plan to bring any bottles may volunteer to carry bottles for someone else. Bottles are typically handed over before boarding, carried through check in, and then returned to the original owner once onboard. Volunteers have affectionately become known as “wine mules”.

General Advice (YMMV)
- There is usually a “drink of the day” which is discounted.
- Happy Hours often have “2 for 1” drink deals.
- Get a black Russian in a large glass, then go to the ice cream counter to make it a white Russian.
- We found that anything other than the soda drinks package just wasn't worth it for us, and I have heard from other folks on the cruise that having the alcohol package just made them feel like they had to drink a TON to “get their money's worth”. But YMMV on that, it really depends on personal preference. Also we had luck with just one of us getting the soda package and getting two sodas each time. And you can buy drinks package on the boat the first day or two, no need to buy them ahead of time.
- There may be waiter seat service for drinks in the main theater. There may also be a bar open in the theater. But, if you don't want to wait (or cause interruptions) grab your drink at another bar on the way in.
